The EMCDDA was established by Council Regulation (EEC) No 302/93 of 8.2.1993 and it is one of the EU’s decentralised agencies.

The EMCDDA is the central source and confirmed authority on drug-related issues in Europe. For over 20 years, it has been collecting, analysing and disseminating scientifically sound information on drugs and drug addiction and their consequences, providing its audiences with an evidence-based picture of the drug phenomenon at European level. The EMCDDA’s publications are a prime source of information for a wide range of audiences including: policymakers and their advisors; professionals and researchers working in the drugs field; and, more broadly, the media and general public. The agency produces a range of publications, such as statutory reports, scientific reports, EMCDDA papers, insights, meeting reports, brochures and leaflets, made available in different formats: PDF, paper, ePub, HTML. In 2013, the new corporate identity was launched and for the majority of publications the layout is specified and the templates exist. However, bearing in mind changing communication means and channels, and the development of new products, a need might arise to produce templates for new products.

The framework agreement resulting from the present procurement procedure will have a maximum duration of 4 years as from the date of the signature of both contracting parties.

The framework agreement will be initially signed for a duration of 12 months, renewable 3 times for 12-month periods.

Participation in tendering procedures is open on equal terms to all natural and legal persons falling within the scope of the treaties (this includes all economic operators registered in the EU and all EU citizens). Participation is also open to all natural and legal persons in any non-EU country which has an agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

As a rule subcontracting is allowed but proposed subcontractors have to be approved by the European agencies. Tenderers should indicate in their bids any intended subcontracting, and the proportion of the contract they intend to subcontract.

The selection and exclusion criteria are applied not just to the tenderer but also to any subcontractors proposed and supporting documentation should be provided accordingly.

Consortia of economic operators are authorised to tender. For the submission of a tender, the European agencies do not require that consortia of economic operators have a specific legal form, but the consortium must specify the person heading the project and must also submit a copy of the document authorising this company or person to submit a bid or to sign a contract on behalf of the consortium.

3) competent staff to carry out the services under the resulting contract with at least 3 years of professional experience in the services required under the contract and a good level of working in English.
