The EMCDDA is the central source and confirmed authority on drug-related issues in Europe. For over 20 years, it has been collecting, analysing and disseminating scientifically sound information on drugs and drug addiction and their consequences, providing its audiences with an evidence-based picture of the drug phenomenon at European level. The EMCDDA’s publications are a prime source of information for a wide range of audiences including: policymakers and their advisors; professionals and researchers working in the drugs field; and, more broadly, the media and general public. The framework agreement resulting from the present procurement procedure will have a maximum duration of 4 years as from the date of the signature of both contracting parties.
The framework agreement will be initially signed for a duration of 12 months, renewable 3 times for 12-month periods.

Participation in tendering procedures is open on equal terms to all natural and legal persons falling within the scope of the treaties (this includes all economic operators registered in the EU and all EU citizens). Participation is also open to all natural and legal persons in any non-EU country which has an agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.
As a rule subcontracting is allowed but proposed subcontractors have to be approved by the European agencies. Tenderers should indicate in their bids any intended subcontracting, and the proportion of the contract they intend to subcontract.
The selection and exclusion criteria are applied not just to the tenderer but also to any subcontractors proposed and supporting documentation should be provided accordingly.
Consortia of economic operators are authorised to tender. Minimum level(s) of standards possibly required: The tenderers are requested to prove that they have minimum economic and financial capacity to perform the contract by submitting the following documents:
1) financial capacity form for the last 3 financial years (attached to the tender specifications);
2) statement of overall turnover and turnover related to relevant services during the last 3 financial years.

Tenderers are requested to prove that they have minimum technical and professional capacity to perform the contract and must demonstrate the ability to respond to the following requirements:
1) appropriate organisational and staffing structure as well as facilities, technical equipment and material to carry out the services required in the scope of this tender;
2) a minimum of 3 years’ experience in projects similar to the tasks and services described in point 4, for clients in the public and private sector;
3) competent staff to carry out the services under the resulting contract with at least 3 years of professional experience in the services required under the contract and a good level of working in English.
