The requested services may be delivered in Cologne or any other location, worldwide, as indicated by EASA. In most cases it shall be the recipient country (it may be any country in the world where the Agency conducts cooperation activities). Currently, the Agency conducts assistance activity mostly in the ENPI (European Neighbourhood Partnership Instrument) countries, Asia, Africa and Latin America.

The prime mission of EASA is the air safety of European citizens. European citizens travel worldwide and foreign carriers fly every day into Europe. Due to a lack of resources, proper institutional framework and/or expertise, some countries sometimes may not have the means to meet the minimum international standards of the Chicago Convention. The Agency works alongside the European Commission (EC) and other international partners to assist these countries and regional safety oversight organisations (RSOOs) in improving their regulatory framework and oversight capabilities through technical assistance activities. EASA also supports strategic aviation partnerships between the European Union and foreign countries.

Therefore, in the framework of the Agency’s mission as described above, and covering the specific content and objectives of the below respective lots, EASA is seeking to contract highly competent and experienced partners to provide support to EASA consisting of various consultancy and/or training services to address the technical cooperation needs and/or action(s):

— lot 1: aviation consulting and training services including project management and logistical support,

— lot 2: services related to oversight and other authority tasks,

— lot 3: services related to accident and incident investigation.

1)Short description

This lot is designed to provide overall and comprehensive support to international cooperation projects in the aviation domain. In addition to technical expertise for the delivery of cooperation activities such as regulatory exchanges or technical training, services should also include the support to project management tasks as well as logistical and event management services to facilitate the activities and general implementation of the various projects the Agency implements around the world.

Some of the technical cooperation and assistance projects that the Agency implements require the EASA to assist and advise the recipient country’s aviation authority with its oversight and related authority tasks. The main objective of this lot is to provide support to international cooperation projects on tasks typically performed by aviation authorities such as oversight functions on the development and implementation of aviation regulations, control and supervision of licensed personnel, certificated products and approved organisations, economic/performance regulation, environmental aspects, etc.

1)Short description

Following ICAO requirements, accident and incident investigations to be conducted by States should be performed through an independent and unrestricted entity. As a result, some of the technical cooperation and assistance projects that the Agency implements require the EASA to assist and advise recipient countries with accident and incident investigation activities. Therefore, the main objective of this lot is to provide support to international cooperation projects on tasks typically performed by accident and incident investigation entities to ensure that the recipient countries accident and incident investigation service are in line with ICAO requirements and recommendations.
