As part of its communication strategy, the EIB Group is seeking several service providers for the production of short (1–3 min.) films: scenario writing, shooting and editing, sound tracking, and possibly production on various media (HD format for TV, Web or DVD).

They may contain stories about EIB or EIF involvement in some activities (e.g. description of a project and of the EIB or EIF involvement in it), interviews, comments on data (in which case the data would be provided by the EIB), or didactic explanations of the client’s activities. They may also constitute promotional material relating to 1 or several specific financial products or advisory services supplied by the client.

The provision of services will be divided into 4 lots. The 4 lots are:

— ‘lot A: film in the EU’,

— ‘lot B: film outside the EU’,

— ‘lot C: subtitling/dubbing’,

— ‘lot D: animation films’.

NB: in order to take part in this call for tender, interested candidates should request the complete tender specifications from the EIB beforehand. The criteria set out in the specifications should be taken into account when drawing up tenders.

The tenderers shall provide a declaration on their honour (see Annex 5a), duly signed and dated by an authorised representative, stating that they are not in one of the situations of exclusion listed in Annex 5a. In the case of a joint tender, the declaration on the honour shall be provided by all the members of the group. The successful tenderer shall provide the documents mentioned as supporting evidence in Annex 5a before signature of the framework agreement and within a deadline given by the client. The successful tenderer shall provide the following evidence upon request and within the time limit set by the client.

For situations described in (a), (b) and (e) of Annex 5a, production of a recent extract from the judicial record is required or, failing that, a recent equivalent document issued by a judicial or administrative authority in the country of origin or provenance showing that those requirements are satisfied. Where the tenderer is a legal person and the national legislation of the country in which the tenderer is established does not allow the provision of such documents for legal persons, the documents should be provided for natural persons, such as the company directors or any person with powers of representation, decision-making or control in relation to the tenderer.

For the situation described in point (d) of Annex 5a, recent certificates or letters issued by the competent authorities of the State concerned are required. These documents must provide evidence covering all taxes and social security contributions for which the tenderer is liable, including for example, VAT, income tax (natural persons only), company tax (legal persons only) and social security contributions.

For any of the situations (a), (b), (d) or (e) of Annex 5a, where any document described in the 2 paragraphs above is not issued in the country concerned, it may be replaced by a sworn or, failing that, a solemn statement made by the interested party before a judicial or administrative authority, a notary or a qualified professional body in his country of origin or provenance.

Tenderers must demonstrate that they have the economic, financial, technical and professional capacity necessary to perform the tasks described in these terms of reference.

1. Economic and financial standing:

for each lot, tenderers will provide a self-declaration on their honour of annual turnover for the 2012–2014 period:

1.1. for lots A and B, the minimum requirement is:

at least 80 000 EUR of annual turnover in film-making (in any location) in 1 of the past 3 years (between 2012 and 2014);

1.2. for lot C, the minimum requirement is:

at least 30 000 EUR of annual turnover in comparable activities in 1 of the last 3 years (between 2012 and 2014);

1.3. for lot D, the minimum requirement is:

at least 30 000 EUR of annual turnover in animation films in 1 of the last 3 years (between 2012 and 2014).

2. Technical and professional ability:

2.1. for lots A, B and D, tenderers will provide the profiles of their proposed staff including at least 3 people with professional qualifications such as a degree in film-making, a diploma in sound engineering, or relevant expertise in such a field;

2.2. for each lot, tenderers will provide a statement on their honour that the proposed team members are able to work in English;

2.3. expertise:

for each lot, tenderers will provide a clear and detailed description of the company, its size and activities in the field of the areas concerned by each lot they’re tendering for and provide:

for lots A and B, the minimum requirement is: at least 10 short (1–3 min.) films over the last 2 years (in any location);

for lot C, the minimum requirement is: at least 10 subtitlings/dubbings produced over the last 2 years;

for lot D, the minimum requirement is: at least 10 animations in short (1–3 min.) films over the last 2 years.
