II.1.5)Short description of the contract or purchase(s):

As part of its external communication strategy to increase visibility vis-à-vis its various audiences (stakeholders, clients, counterparts, media, general public, etc.) and to support its business priorities and developments, the European Investment Bank uses internal and external editorial services for both print material (activity reports, thematic and regional flyers, brochures and leaflets, quarterly magazine (EIB information), case studies) and online material (website, e-newsletter, etc.).

More specifically, the EIB is interested in:

— texts written in an attractive way for EIB external print publication (reports, flyers, brochures) or contributed articles from 1 to 100 pages,

— editorial review of texts for internal use such as internal reports,

— texts written in an attractive way for the EIB website. The providers will also have to write and review short texts for publication on the EIB website. The deadlines for online material will be considerably shorter than those for print,

— the commissioned service providers would be responsible for writing texts in a clear style without jargon as well as reviewing texts within tight deadlines, and working in close cooperation with and under the guidance of the EIB’s editorial team.

The services requested are divided into 2 lots. Bidders can apply for 1 or more lots.

— lot 1: frequent editorial services provided on site,

— lot 2: exceptional requests for editorial services.

NB: in order to take part in this call for tender, interested candidates should request the complete tender specifications from the EIB beforehand. The criteria set out in the specifications should be taken into account when drawing up tenders.

The tenderers shall provide a declaration on their honour, duly signed and dated by an authorised representative, stating that they are not in one of the situations of exclusion listed in this Annex 5a. In the case of a joint tender, the declaration on the honour shall be provided by all the members of the group. The successful tenderer shall provide the documents mentioned as supporting evidence in Annex 5a before signature of the framework and within a deadline given by the EIB.

In the case of award of the framework agreement, the following evidence shall be provided upon request and within the time limit set by the EIB.

For situations described in (a), (b) and (e) of the declaration on their honour, production of a recent extract from the judicial record is required or, failing that, a recent equivalent document issued by a judicial or administrative authority in the country of origin or provenance showing that those requirements are satisfied. Where the tenderer is a legal person and the national legislation of the country in which the tenderer is established does not allow the provision of such documents for legal persons, the documents should be provided for natural persons, such as the company directors or any person with powers of representation, decision-making or control in relation to the tenderer.

For the situation described in point (d) of the declaration on their honour, recent certificates or letters issued by the competent authorities of the State concerned are required. These documents must provide evidence covering all taxes and social security contributions for which the tenderer is liable, including for example, VAT, income tax (natural persons only), company tax (legal persons only) and social security contributions.

For any of the situations (a), (b), (d) or (e) of the declaration on their honour, where any document described in the 2 paragraphs above is not issued in the country concerned, it may be replaced by a sworn or, failing that, a solemn statement made by the interested party before a judicial or administrative authority, a notary or a qualified professional body in his country.

Assessment of the tenderer’s financial and economic capacity to carry out the services covered by this call for tenders will be based on the provision of the following documents:

— proof of professional indemnity insurance,

— a statement of overall turnover during the last 3 financial years with an indication of the turnover related to services similar to the services covered by this call of tenders.

Tenderers must have the economic and financial capacity to perform the contract, assessed on the basis of the following criteria:

— generation of an overall operating profit over the last 3 financial years (for the sake of clarity, it is not necessary to have made an operating profit in each of the last 3 years as long as the total amount over the 3 years is positive),

— minimum 5 clients per year over the last 3 years.

— 3 years of editorial experience, evidenced by completed articles, reports, flyers, brochures in the period 2011–2013 (references to be included),

— technical expertise of the tenderer as evidenced by a selection (to be made by the applicant) of 3 completed editorial works in the period 2011–2013 (with price specifications),

— evidence that the tenderer can provide editorial services in English (and ideally in French or German), by providing 1 relevant material.
