II.2)Quantity or scope of the contract
55 000 A4 pages, 27 500 A3 pages, 2 150 m2 of large formats on plain and tracing paper, digitisation of 100 large-format plans, various sundry work: digitisation of complete binders, printing of files, bindings and brochures, as well as individually priced work.
Generally speaking, the services are ordered electronically and physically delivered to the European Parliament in Luxembourg-Kirchberg. They are provided during office hours and, in exceptional cases, over the weekend and at night.

It should be noted that the quantities given in the invitation to tender documents are indicative quantities derived from an average estimate of requirements during the term of the framework contract, so that tenderers can assess the scale of the contract and provide their best offer, and so that the European Parliament can compare offers in line with the price criterion based on an estimated model of consumption. However, the quantities effectively ordered may be higher or lower than the estimate. The tenderer awarded the contract cannot assume a minimum or maximum order quantity and, by tendering, undertakes to meet effective orders in line with the European Parliament’s requirements.

III.2)Conditions for participation
Information and formalities necessary for evaluating if the requirements are met: participation in this invitation to tender procedure is open on equal terms to all natural persons, legal entities and public bodies who fall within the scope of the treaties — particularly all natural persons, legal entities and public bodies from a Member State of the European Union — and to all natural persons, legal entities and public bodies of non-member countries which have entered into a special agreement with the European Union in the public procurement field, under the conditions laid down in this agreement.
The European Parliament requires tenderers to have the administrative authorisations necessary to perform the activity involved in the contract in accordance with national law.
Information and formalities necessary for evaluating if the requirements are met: — copy of the complete financial statements (balance sheet, profit and loss account, cash flow table and annexes) published in the annual report and audited or, should this not be obligatory, certified exact and sincere by a representative of the tenderer, for at least the past 2 financial years for which accounts have been closed.
Minimum level(s) of standards possibly required: — minimum annual turnover of 75 000 EUR in the field covered by the contract to be awarded, during the past 2 financial years for which accounts have been closed,

— list of main services provided over the past 3 years, with the values, dates and public or private recipients involved; for services and supplies for a European institution, proof must be provided in the form of certificates issued or countersigned by the appropriate body,
— description of the technical equipment, tools and materials used by the company to carry out the contract,
— reproduction samples corresponding to different service types, in accordance with the price schedule, enabling the quality of printing and of the medium used to be assessed.

— at least 3 years’ experience in providing services similar to those required in this contract,
— availability of reprographic material and equipment necessary to provide the services in the quality and quantity sought:
to guarantee quality and rapid performance, the following tasks under the contract cannot be subcontracted; they must be carried out directly by the contractor: all large-format reproductions from DIN A2 inclusive.

The European Parliament reserves the right to take up the option to use a negotiated procedure under Article 134(1)(f) of the rules of application of the Financial Regulation, to entrust the successful tenderer with new services consisting in the repetition of similar services, provided that these services conform to the basic project of this invitation to tender.
‘Time limit for receipt of tenders or requests to participate’ (point IV.3.4) should be understood as the time limit for submission of tenders, i.e. the last day on which tenders must be delivered to the post office or directly to the European Parliament. Any tender sent after this date will not be considered.
