II.1.5)Short description of the contract or purchase(s)

The Copernicus emergency management service, in continuation of the GMES initial operations phase, is intended as an operational service offered to the authorised users active in the field of crisis management in the EU Member States, the European civil protection mechanism, the Commission’s Directorates-General (DGs) and the participating executive agencies and international humanitarian aid.

The core character of the EMS lies in the provision upon activation by the authorised user of timely and accurate information derived from satellite or airborne imaging sensor data in all phases of the emergency management cycle. The information generated by the service can be used as supplied by the contractor (e.g. as digital or printed map outputs) or further combined with other data sources (e.g. as digital feature sets in a geographic information system (GIS)) to support analysis and decision-making processes of emergency managers.

The implementation of the Copernicus EMS has 4 different modules:

1. The EMS rapid mapping:

on-demand and fast provision of geospatial information in support to emergency management activities immediately following an emergency event.

2. The EMS risk and recovery mapping:

on-demand provision of geospatial information in support to emergency management activities during the phases of the emergency management cycle not related to the immediate response, i.e. not requiring rush mode delivery. In particular, information provision relates to the prevention, preparedness and reconstruction phases.

3. The EMS validation:

verification of a sample of service outputs produced by Copernicus emergency management service rapid mapping or Copernicus emergency management service risk and recovery mapping services, and includes external quality control, validation of thematic information content and comparison to alternative information sources related to the emergency context.

4. The EMS early warning:

its first building block is the European flood awareness system (EFAS) delivering added value information to the national hydrological services and provides a unique overview on the current and forecast flood situation.

The contract refers to the Copernicus emergency management service risk and recovery mapping.

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

Tenders can be submitted by consortia of 2 or more economic operators (‘joint tender’). Each legal entity will be required to become a party to the contract in case of award, and shall assume joint and several liability towards the contracting authority for the fulfilment of the terms and conditions of the contract.

The consortium shall nominate 1 legal entity (‘the leader’) who will have full authority to bind the consortium and each of its members when presenting an offer and signing the contract (proof must be submitted with the offer), and will be responsible for the administrative management of the contract (invoicing, receiving payments, etc.) on behalf of all other entities.

Subcontracting is allowed but the contractor shall retain full liability towards the contracting authority for implementation of the contract.

An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal.

III.1.4)Other particular conditions

Description of particular conditions: Exclusion of conflicts of interest:
in order to avoid conflicts of interest the current contractor providing the GMES initial operations: emergency mapping validation service — validation (under framework service contract 257870), cannot be considered for award of the calls for tender ‘Copernicus emergency management service rapid mapping’ and ‘Copernicus emergency management service risk and recovery mapping’ for as long as they remain contracted. Since these activities are considered incompatible with the object of the current call for tender, this restriction shall remain in place for any recurrent call for tender concerning these 2 activities (and their respective contractors) unless it is explicitly renounced.
This restriction extends to companies that are part of the same industrial and/or commercial group or organisation. For the sake of clarity 2 companies are considered to be part of the same industrial and/or commercial group or organisation if 1 of the 2 controls the other, e.g. owns more than 50 % of the shares of the other, or if more than 50 % of their shares belong to a common direct or indirect shareholder.
Replacement of staff:
it is expected that the persons responsible for the execution of the contracts will remain so for a reasonable period. A situation where turnover of these persons could jeopardise the timely and due execution of the contracts should be avoided. In any case the replacement of a person during contract execution shall only be made with the prior approval of the Commission. The proposed person in case of replacement will have to satisfy the same minimum requirements as those mentioned in contract notice point III.2.3.

III.2)Conditions for participation

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: Tenderers will not be eligible to take part in this contract award procedure if they are in any of the exclusion situations listed in Articles 106 and 107 of Council Regulation (EU, Euratom) No 966/2012 of 25.10.2012 (OJ L 298 of 26.10.2012).
Should a contract be awarded, the contractor will need to produce the supporting documents required in Article 143(2) in conjunction with Article 143(3) of the Regulation (EU) No 1268/2012.
In the case of groupings of contractors, the information required must be supplied by all members of the grouping including subcontractors with an estimated individual budget share of more than 20 %.

III.2.2)Economic and financial ability

Information and formalities necessary for evaluating if the requirements are met: (a) a statement of overall turnover and turnover concerning the services covered by the contract for the last 3 financial years;
(b) balance sheets, or summaries thereof, and profit and loss accounts for the past 3 financial years (where these exist) for which accounts have been closed, where publication of balance sheets is prescribed under company law in the country in which the economic operator is resident.
If, for a valid reason, the tenderer is unable to provide them, he/she must enclose a statement as to annual pre-tax profits for the past 3 financial years.
If, for some exceptional reason which the contracting authority considers to be justified, the economic operator is unable to produce the references required under (a) and (b) above, he/she is permitted to provide evidence of his economic and financial capacity by any other means which the contracting authority deems suitable.
For groupings of economic operators, all documents and information requested in points III.2.2(a) and III.2.2(b) shall be provided for each member of the grouping and for III.2.2(a) as a total for the grouping as a whole, including subcontractors to whom more than 20 % of the total estimated value of the contract will be subcontracted.
Minimum level(s) of standards possibly required: For III.2.2(a) annual turnover for the last financial year (or an average of the turnover over the last 3 financial years) related to the subject of this procurement must be equal to or greater than 3 000 000 EUR.
The minimum requirements in criteria III.2.2(a) apply to the grouping as a whole including subcontractors to whom more than 20 % of the total estimated value of the contract will be subcontracted.

III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:

(a) a description of the professional qualifications (https://europass.cedefop.europa.eu/en/home or equivalent — relevant studies, education and experience, knowledge and skills) of the members of the team the service provider will allocate to the contract. The qualifications shall demonstrate the capabilities of the assigned team in the area of the contract. In order to harmonise the evaluation of staff qualifications in the tendering procedure, tenderers are requested to group CVs in predefined profiles. Each proposed CV can appear only under 1 profile.

1. Project manager:

— project management,

— good knowledge of project management standards and methodologies,

— in-depth proven knowledge of geo-information use in emergency management services (EMS),

— in-depth proven knowledge of relevant remote sensing and GIS technology,

— in-depth proven knowledge of EMS operational service process,

— working knowledge of the English language.

2. Specialist in processing of satellite and aerial sensor data:

— in-depth knowledge of the principles of satellite remote sensing,

— in-depth knowledge of relevant sensors used in satellite remote sensing for the emergency management service,

— in-depth knowledge of remote sensing data processing tools and software, including SAR processing,

— in-depth knowledge of relevant scripting and programming language for batch processing of remote sensing data,

— in-depth knowledge of quality issues and accuracies required for post-processing of remote sensing data,

— ability to work across operating systems,

— ability to work with GIS tools,

— working knowledge of the English language.

3. Specialist in thematic image processing and interpretation:

— in-depth knowledge of remote sensing and GIS used for thematic image interpretation,

— in-depth knowledge of relevant sensors used in satellite remote sensing for the emergency management service, including SAR,

— in-depth knowledge and practical experience with both visual and automatic image interpretation techniques,

— ability to program or script in relevant languages to customise and automatise existing image classification algorithm and map production,

— working knowledge of the English language.

4. Specialist in digital cartography and GIS:

— in-depth knowledge of remote sensing and GIS software for digital and hard copy map production,

— ability to script or program in relevant programming languages to customise and automatise map production chain,

— in-depth knowledge of cartographic standards,

— working knowledge of the English language.

5. Specialist in IT administration and support:

— in-depth knowledge of operating systems (Windows, Linux, Unix, Mac),

— in-depth knowledge of software and hardware requirements necessary for running remote sensing and GIS software,

— in-depth knowledge of networks and internet services,

— in-depth knowledge of data backup solutions,

— in-depth knowledge of programming languages used mainly for software customisation and hardware optimisation including CPU parallelisation,

— good knowledge of relational database systems,

— working knowledge of the English language;

(b) a list of the relevant services delivered in the past 3 years, with a brief description, sums, dates and recipients, public or private, showing experience in the subject of the tender, in particular in the provision of geospatial feature layers suitable for post-processing in geographic information systems (GISs) as well as the provision of maps in standard digital formats and suitable for hard copy printing;

(c) a description of the technical equipment (hardware and software) employed by the service provider for performing the services;

(d) a detailed description of the Internet connection performance parameters relevant for high volume download (e.g. for satellite imaging sensor data from the ESA’s CDS) and upload of the deliverables to the JRC FTP;

(e) an indication, including an explanation, of the proportion and the type of work of the contract which the service provider may intend to subcontract.

Minimum level(s) of standards possibly required:

For III.2.3 (a) each profile corresponds to a minimum level of qualification made up of:

— the total number of relevant years after the completion of a secondary school (e.g. total number of successful years of relevant studies and years of relevant experience),

— the number of years of total professional experience (outside these studies),

— the number of years of professional experience specific to the profile (outside these studies).

The training during the studies cannot be taken into account in the professional experience. PhD studies are considered as professional experience.

The minimum level of qualifications has to be fulfilled by each person proposed and related CV for a given profile.

1. Project manager:

minimum of 10 years of relevant studies and experience after secondary school;

minimum of 7 years of professional experience in the field of satellite remote sensing, data processing, GIS and digital cartography;

minimum of 2 years in the management of projects related to rapid supply of digital map products derived from satellite remote sensing and GIS;

minimum European level of English language skills: listening, reading, speaking and writing — C2 or equivalent;

at least 2 CVs have to be presented.

2. Specialist in processing of satellite and aerial sensor data:

minimum of 8 years of relevant studies and experience after secondary school;

minimum of 3 years of professional experience in the field of remote sensing data processing;

minimum of 2 years of professional experience in projects requiring fast processing of satellite remote sensing for digital map production;

minimum European level of English language skills: listening, reading, writing — C2, speaking — C1 or equivalent;

at least 2 CVs have to be presented.

3. Specialist in thematic image processing and interpretation:

minimum of 8 years of relevant studies and experience after secondary school;

minimum of 3 years of professional experience in the field of digital map production and GIS;

minimum of 2 years of professional experience in projects related to thematic processing of satellite remote sensing for digital map production;

minimum European level of English language skills: listening, reading, writing — C2, speaking — C1 or equivalent;

at least 2 CVs have to be presented.

4. Specialist in digital cartography and GIS:

minimum of 8 years of relevant studies and experience after secondary school;

minimum of 3 years of professional experience in the field of digital map production and GIS;

minimum of 2 years of professional experience in projects related to digital map production using satellite remote sensing and GIS;

minimum European level of English language skills: listening, reading, writing — C2, speaking — C1 or equivalent;

at least 2 CVs have to be presented.

5. Specialist in IT support:

minimum of 8 years of relevant studies and experience after secondary school;

minimum of 3 years of professional experience with handling of software and hardware for remote sensing GIS;

minimum of 2 years of professional experience with handling, network transfer and back-up of large volume datasets;

The minimum requirements in criteria III.2.3(a), III.2.3(d) apply to the grouping as a whole including subcontractors to whom more than 20 % of the total estimated value of the contract will be subcontracted.
