The ECB Library is seeking through this procedure a supplier for the provision of an outhosted and integrated library management system (LMS) and Web-scale discovery services (WSD) to include the following:

— the library management system (LMS): a ‘next-generation’ library management system whereby print and electronic resources are managed by 1 ‘unified’ system for the following library roles and functions: acquisitions, circulation, cataloguing, serials, and patron accounts. The ECB Library intends to consider new systems and approaches,

— the Web-scale discovery service (WSD): an end-user interface capable, via a single authentication point, of searching across the full spectrum of the ECB Library collections and services, printed and electronic, and providing relevancy-ranked results. The WSD service shall index ECB materials available in electronic format or physical materials containing a bibliographic description in electronic format.

Further details on the technical and functional requirements as regards the LMS and the WSD are specified in Annex 1 and Annex 2 to the invitation to tender.

Minimum level(s) of standards possibly required: The tenderers’ economic and financial capacity will be assessed on the basis of their financial situation (turnover and profit and loss) during the last 3 financial years. As a minimum, tenderers shall have had, in the last 3 financial years, an annual net turnover of at least 500 000 EUR. In the case of a temporary grouping, one of the members shall have achieved on its own 60 % of the above amount.

The tenderers’ technical and professional capacity will be assessed on the basis of the tenderers’ experience, which will be assessed on the basis of reference contracts. Tenderers shall have performed during the last 4 calendar years (2011/2012/2013/2014) 3 integrated solutions with a similar scope and of a similar size and complexity. Information for each reference shall be provided by completing Annex 7 (tender submission form) to the ITT, Section 7 (reference assignments).
