21.Selection criteria:

Same criteria for legal and natural persons.

The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole:

1) Economic and financial capacity of candidate (based on item 3 of the application form). In the case of the candidate being a public body, equivalent information should be provided:

The average annual turnover of the candidate must have exceeded 1 000 000 EUR over the last 3 completed accounting years. Please specify the years in the table submission form accordingly (point 3).

2) Professional capacity of candidate (based on items 4 and 5 of the application form):

2.1. at least 2 persons currently work for the candidate in the facilitation of international multi-stakeholders’ consultations/dialogues on development policies.

Facilitation is understood as, among others, assistance in the preparation of meetings (contribution to the agenda setting, assistance in the preparation of background documents and presentations, etc.), facilitation of sessions or group discussions, drafting of the reports of the meetings, etc.

Multi-stakeholders consultation processes/conferences/meetings must involve, among others, civil society organisations (CSOs) and/or local authorities (LAs), governmental and/or intergovernmental stakeholders;

2.2. at least 2 persons of the current permanent staff have proven professional experience in tailored capacity development activities for membership-based (networks composed of branches of the same organisation, albeit located in different countries, are not considered) networks (both networks of CSOs with legal personality and informal networks/groupings without legal personality are considered) of CSOs and/or associations of LAs (e.g.: development of information and communication tools and materials — including social media related tools, exchanges of experience and dissemination of good practices, mentoring and/or coaching, peer-learning seminars, twinning between CSOs and/or LAs, development and delivery of trainings, etc.). The term ‘associations of local authorities’ is to be understood as umbrella organisations based on membership and representativeness at subnational, national, subcontinental, continental and international level. They may be organised as an autonomous entity in accordance with the legislation in force in the country of registration. ALAs may be composed of a representative body elected by its LA members and a permanent secretariat;

2.3. at least 1 person currently works for the candidate in the logistic organisation of international conferences/events (e.g.: all aspects related to the provision, management and payment of travel/accommodation/invitations/renting of premises, etc.).

3) Technical capacity of candidate (based on items 5 and 6 of the application form):

3.1. the candidate has provided services under at least 2 projects, within the facilitation of international multi-stakeholders consultations/dialogues on development policies a total budget of at least 250 000 EUR, of which at least 125 000 EUR is implemented by the candidate itself in the facilitation of international multi-stakeholders consultations/dialogues on development policies.

— International multi-stakeholders consultations/dialogues must have involved, among others, civil society organisations and/or local authorities, governmental and/or intergovernmental stakeholders from at least 4 countries;

3.2. the candidate has provided services under at least 3 projects with a total budget of at least 300 000 EUR, of which at least 150 000 EUR is implemented by the candidate itself, in the field of capacity development for regional (examples of regions: Latin America, Africa, Asia, the Pacific region, Central America, western Africa, south-east Asia, south Caucasus) and/or global platforms of CSOs and/or associations of LAs, aimed at contributing to an efficient flow of information within and across the networks, as well as with their constituencies.

— The projects must include at least one of the following main components: development of information and communication tools and materials — including social media related tools, exchanges of experience and dissemination of good practices, mentoring and/or coaching, peer-learning seminars, twinning between CSOs and/or LAs, development and delivery of trainings, etc.;

3.3. the candidate has provided services under at least 2 projects with a total budget of at least 300 000 EUR, of which at least 150 000 EUR is implemented by the candidate itself, in the field of the logistic organisation of international conferences/events (e.g.: all aspects related to the provision, management and payment of travel/accommodation/invitations/renting of premises, etc.).

Projects used as reference for criteria 3.1, 3.2 and 3.3 must have been implemented in the 3 years before the submission deadline (May 2011 to May 2014).

This means, that the project the candidate refers to could have been started or completed at any time during the indicated period (May 2011 to May 2014) but it does not necessarily have to be started and completed during that period, nor implemented during the entire period. Candidates/tenderers are allowed to refer either to projects completed within the reference period (although started earlier) or to projects not yet completed. In the first case the project will be considered in its whole if proper evidence of performance is provided (statement or certificate from the entity which awarded the contract, proof of final payment). In case of projects still ongoing, only the portion satisfactorily completed during the reference period will be taken into consideration. This portion will have to be supported by documentary evidence (similarly to projects completed) also detailing its value. If a candidate/tenderer has implemented the project in a consortium, the percentage that the candidate/tenderer has successfully completed must be clear from the documentary evidence, together with a description of the nature of the services provided if the selection criteria relating to the pertinence of the experience have been used.

Previous experience which would have led to breach of contract and termination by a contracting authority shall not be used as reference.

An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Such entities, for instance the parent company of the economic operator, must respect the same rules of eligibility and notably that of nationality, as the economic operator.

If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the 8 best candidates. The only factors which will be taken into consideration during this re-examination are:

1. the highest number of projects fulfilling criterion 21.3.1;

2. in case of ‘ex-aequo': the highest number of projects fulfilling criterion 21.3.2;

3. if candidates have an equal score after application of the additional criteria 1) and 2): the total budget implemented by the candidate itself for projects fulfilling criterion 21.3.1.

Candidate should be able to submit documentary evidence to prove the relevant selection criteria.
